ESS - State Tax Forms in lieu of manual process???

Is anyone aware of the possibly of creating an extention of ESS that allows an employees to update their state tax form in lieu of filling out a hard copy version once they are hired?  This would be a change to their State tax form.  From what I understand, once your are hired in Oracle and are using ESS, the employee has the ability to update their Federal tax info but not the State "out of the box" in Oracle R12 (12.1.3). 

Is this true and if so what is the work around for this?
