Delayed Oracle Database 11.2.0.2 Microsoft Windows Bundles including PSU content

This may be a silly question but I'm puzzled about the wording in the Patch Set Update and Critical Patch Update July 2011 Availability Document (Note: 1323616.1).

In section 2.8, it says that Oracle Database 11.2.0.2 Microsoft Windows Bundles including PSU content has been delayed until 5th August.

In section 3.1.3.2, it includes a link to patch 12714462 (Windows Bundle 8).

I realise that the PSUs are listed in section 3.1.4. This doesn't include a Windows link but as far as I'm aware, Windows patches have never been included in this section. It just refers back to the Windows Bundle in the previous section.

All this makes it sound like Bundle 8 is a "CPU" version and a "PSU" version (Bundle 9?) will be out of Friday. Is this correct or have I misunderstood something?
