Forms Error Message -- Application Unavailable due to Maintenance

Hello all

When one member of the group tries to open a form, he receives an error message that the 'Application is Unavailable due to Maintenance'.  Has anyone encountered this message before?  I did review security, and there doesn't seem to be an issue there.
