What control the ship set funtionality?

Hi all,
1. Enter Sales Order
2. Select the line Item tab
3. Enter a PTO model item, the Ship Set attribute is set to 1
4. Select configurator and select item
5. Modify the Source Type from Internal to External
A Note appears with the indication that the Source Type cannot be modified because the the item is in a Ship set

What controls the ship set functionality? What setup needs to be modified to have the ability to update/change the source type?
