CRM Service Entitlement

Could you clarify how to set-up entitlements in Service ?  Was ther a change between 9.0 and XE ? Currently on an upgrade from XE to 9.0 : when inquiring with no data filter in P1723, no results show in 9.0 whereas in Xe all contracts lines appear.
