Solaris 11 Express NFS mount does not mount at boot, mountall works

I have an NFS mount in /etc/vfstab in Solaris 11 Express and I have it set to mount at boot:
172.16.0.105:/data - /data nfs - yes rw,soft
This is the same entry that worked for 4 years under Solaris 10. However under Solaris 11 Express the NFS mount does not mount at boot. If I do a manual mountall then it mounts fine. That is a workaround but I don't want users to have to do that, obviously, and would prefer not to write some sort of old rc script that runs mountall at the end of the boot process. Is there some new process in S11 that I am not doing?
