Historical rates (in 11i)

It is my understanding that historical rates (overrides) have to be entered in the book they are needed in, and that you should only be able to see the rates related to that book.

Recently we have found that several rates are being populated across all sets of books, no metter what book it relates to, and there is no automatic loading happening for historical rates.

Has anyone else run across this issue?
