How the Oracle calculate the Material Workbench " Availablility" numbers?

We have an item on an internal Order and it goes on the backorder even through there is enough QOH in its source Subinventory.

Some background information:

1. We allow negative Qty for the PRX Org. The problem happens in the PRX Org.

2. We have an item 7323442. its QOH in 3 asset subs are :

C-NARCS : 14

G-NARCS: -13

PRXSTAGING: -5

3. We have an internal Order 868684, which ordered the item 72323442 Qty 6 and it sources from C-NARCS,  but it goes on backorder after pick release ran.  There is no other Supply/Demand for this item in PRX Org.

4. I check the "Avaliability" for this item at the Material Workbench.
