HR_ADP_OAB_BENEFIT_V will not show Flex Credits with Activity Type = "Employer Payroll Contribution"

We are using Flex Credits in Oracle Advanced Benefits and have set it up under Standard Rates and Flex Credit with an Activity Type of "Employer Payroll Contribution". When we create element entries as part of Program enrollment these entries do not show up in the view HR_ADP_OAB_BENEFIT_V. If I change the activity type to "Employee Payroll Contribution" it shows up and has a value in the column "EMPLOYEE_CONTRIBUTION". This is incorrect as Flex Credits are an Employer Contribution.  The current version of $PER_TOP/patch/115/sql/peadpoab.sql is:
