OTL - Missing Timecard Report - Incomplete Setup message

We recently upgraded to R12 (12.1.2 - RUP3) and since the upgrade, we've noticed that our seeded Missing Timecard report that we run with each timecard run is showing a new annoying message for anyone that has termined mid-period.  In the past (11i), any termination would show up on the report but drop like others once their timecard was complete within the period.  We are a semi-monthly payroll and if an employee terminates mid-period, they show up on the report, never drop off and a message on the report states "Incomplete setup" which is odd since the setup is complete
