payment format template

The client needs to add column to a seeded payment format template. Payments Support has told us that the output style of the Format payments program needs to be PDF. However, the seeded templates for checks are .rtf templates rather than PDF forms. How do you add a column to a copy of the seeded layout without having the output style be XML on the format program? MOS Note 414336.1 seems to indicate that the output should be in XML format rather than PDF, but this is a direct contradiction to what Payments Support has told us on two occasions. Please advise on the proper configuration and process for modifying seeded templates.
