How can I add Triggers to the Collection Plan Transactions

I need to add a Trigger - "To Department" - for Mobile Move Transaction; can I do that and if so, how?  "To Department" is a trigger in the Move transaction but not in Mobile Move.  We are using mobile moves in the shop and we need the ability to tie collection plans for these transactions.
