E900 upgrade DV900 failing

Hi guys,we are in a process of upgrading our E812 DV812 environment to E900 DV900.
but installer is stuck with the error message
"The installer could not detect the Business Data (and the Control Tables) for the Development Environment. Please ensure these database are available if you want to upgrade. Otherwise go back and select install Mode to install this environment."

But we are able to connect to the database with TESTDTA and TESTCTL schema.

Details are as following:
OS: AIX 5.3
Database: Oracle 10gR2
