ORA-16146: standby destination control file enqueue unavailable

I've been seen since long time ago messages like these ORA-16146: standby destination control file enqueue unavailable in the alert.log only on the Primarys RAC-Dataguard DBs environment and also I've opened an SR 3-4198636341 but the plan action it doesn't really like me cuz i should set to defer both primary standby DBs (these are PROD) how SR guys are so sure about this statement? i've read anothyer notes 1073217.1 and it seems that it could be another reason to get these messages; please I'd apreciate any advice here
