"FV: Federal Enabled" In VISION instance. need help

Hi, we are installing R12 Vision in one of the US Federal Agency. To make the r12 Vision, I have to run "Load Federal Financial Seed Data" from FEDERAL user. I need help on this. At what point I should run this? 
1. Should I run this when the instance is stood up before I create BG and Security profile?
2. After creating Ledger?

We missed this step in our installation. Created BG, Security profile, OU and Ledger. Then I ran this and did not changed the profile to Yes.

This will federalize the instance. When you run this, "FV: Federal Enabled" will be changed to Yes.
