SCAN maddness

I have SCAN addresses in /etc/hosts only and SCAN listener is on one node only. OEM refuses to configure and so does Apex. How do I start those without SCAN? I am not going to put SCAN in DNS configuration and that is final. I do want to enable Apex. I can do without OEM, if need be, but I do need Apex. Do I have to install apex_listener and cheat or is there any decent way to run Apex without the annoying SCAN? Whose idea was it, in the first place? Why wasn't it made optional? Somebody wanted to
