What are the Implications of Closing/Not Closing Inventory Periods?

We currently use Oracle Purchasing,Payables and General Ledger but not Oracle Inventory on R12.0.6. Our consultants set up Oracle Inventory Responsibilities for us to Open and Close Cost Periods as it affects Purchasing.
