Ordered Item will not price if an unapplied manual modifier is the customer's best price

Hi,

We are using 11.5.10 Advanced Pricing and Order Management.  Incompatibility resolve is set to Best Price for Event Phase.

I have a manual modifier that's available for an item, but not applied on the order line for that item.

The manual modifier happens to be a better price than any automatic modifiers for this customer in the same Incompatibility Group.

Order line will not best price using available automatic modifiers.  Item remains at List Price.  Why?

I couldn't find any documentation supporting this behavior between automatic & manual modifiers.  If there is documentation, please let me know what I can reference.
