Service Request Views new created cannot be displayed in iSupport

Hello, when i create a new personalize service request views in support ,after click 'save' button, return page displays ''The view has been created successfully",but the below table display "No records were found matching the given criteria,the view created cannot be displayed ,user has  the permission of "IBU_Request_Manage_Views " and can create new view successfully before.check the table of "JTF_PERZ_DATA" and "jtf_perz_data_attrib",New records are still inserted ,but why it cannot be displayed?Can you please let me know if I am missing anything
