Want all order lines to go on hold, if one line goes on a scheduling hold

Oracle Consulting set up the following hold for us:

Name: Holiday Hold Line & Order

Type: Order Administration Hold

Workflow Item: OM Order Line

Workflow Activity: Line Scheduling

Apply to Order and Line is checked

We then create a hold source using this hold type for a specific item. - xxx

Order comes in with specific item - xxx and other lines with other items.  The xxx line is put on the holiday hold.  The other lines flow thru and are picked, shipped and invoiced.  We wanted the entire order ot be on hold since we want to ship it all at once.  Is the check box "Apply ot Order and Line" working correctly?
