Contract Master Maintenance and BU Security

When I apply Business Unit Security to my user profile, the Contract Master Maintenance Program P5201 gives me this error even if I am inquiring on a BU that I should have acess to.

CAUSE . . . .  Business Unit security prohibits you from attempting to add, 
              change, delete or inquire into the specified record.         
              You are not authorized to the record.   

My BU Security looks like this for my user profile:

USERID                     

From 45000000     Thru 45999999

And I am trying to use 45499500

So this BU should be valid.  Is there perhaps a SAR that addresses this issue?
