Year End Closing of current SOB and moving to New SOB

This month we want to perform Year end closing in our current SOB and permanently close the SOB and move on to the New SOB.....
Q1) Please tell me what extra steps I have to perform. What things I have to take care about while doing this transition? We are not using Encumbrance, budgeting?

Q2) After closing the current SOB next week and moving to new SOB, I want to give access for "Inquiries only" to my currrent SOB. 

Please suggest....
