How to adjust Leave Accruals...?

Good mornig to all,

Please give me a suitable solution for the below issue,

Issue:  Leave allowance is a benefit that is paid after one exhausts the leave days they are entitled to.  This entitlement is 21 days for non hardship areas ( employees) and 28 days for hardship areas (employees). Also on leave accrual when someone is moved to hardship and viseversa to ensure the leave accruals is adjusted accordingly.
