Projects Funding and Base Lining Funding

Project Guru's,                           I have a question over the Contract Project Funding and Base lining the Funding.What exactly is the difference between Funding And Base lining Funding .Is there any table where I can see this is the Funding amount and this is the Base Lined funding.

    Is Budgeting Mandatory for a Contract Project. How is this funding and Budgeting Related.Which one is mandatory which one is optional.
