Error creating Agile 9.3.1.1 database

I was attempting to create a new environment to test Agile 9.3.1.1 but the Agile database creation (agile9311db_oracle10g11g.exe) keeps throwing an error that "You do not have Oracle Database Server installed on your computer.  Please install Oracle Database server and then re-run the installer."  The Oracle 11g R2 does exist on the server and did install with no issues.  I also tried the Agile 9.3.1 database creation executable but got the same error.

Has anyone seen this behavior before?

Server OS: Windows 2008 R2 x64

Database: Oracle 11g R2 (11.2.0.1) x64 (with Examples)

Software: Agile 9.3.1.1 x64
