Retrieving the Adjsutment Schedule from the Ship to address and not the Sold to

Hi

Does anyone have a way that I can get the system to use the ship to address as apposed to the bill to to retrive the applicable adjsutment schedule.  I found a way using Preference profiles but the customer group for preference profiles is its own group and we are concerned the users will forget to attach it via preference profiles.

any suggestions would be welcome.
