ORA-20001: Only one active work phone number is allowed

Hi,

  when excecuting the API of ''APPS.Hr_Person_Api.update_person" to update a employee record,error arised :"'ORA-20001: Only one active work phone number is allowed.Action: Delete existing work phone, or use secondary work phone type'",i want to know the perhaps reasons.
