Customer getting prompted to run ICL again after merge.

hi All,  Customer asking:

We are doing upgrade from Siebel 7.7 to 8.1.1.  After finishing db upgrade upgrep and migrating ICL objects, we followed 546784.1, but we still got prompting for the ICL step when we try to do repository merge.  Why is this?
