Why the /usr/local ?

Hello,
In fact, why /usr/local kicks in so frequently in application software?
I think its usage tend to introduce problems in system administration, specifically in system archiving maneuvers.
In the Solaris land, what would be the more appropriate directory?
The /opt ?
