How to capture labor cost for EAM work order without using JDE payroll module ??

How can we use P051121 for entering labor details for EAM work orders without using JDE payroll module ?

Is there any other way to capture labor details for EAM work orders without using P051121 as JDE payroll modulr id not ued and ORACLE payroll process is used for payroll.
