I have a Workflow that seems to be misbehaving -- maybe due to ordering. Can anyone help?

I have a Workflow that triggers when the Opportunity modified record is save.

It looks like this...

1  Follow up on this Opportunity Task
2  Wait 1 minute Wait
3  Update Fulfillment Count to 1 Field Update after Wait
4  E-mail <user> when Workflow created Notification
5  Wait 7 Days Wait
6  e-mail <user> if nearing completion Notification
7  Update Fulfillment Count to 2 Field Update after Wait
8  Wait 1 minute more Wait
9  Update Sales Kit Delivery method to Mail Field Update after Wait
10  Reassign Primary Owner ID to Creator Field Update after Wait
11  Set Fulfillment Date to Today Field Update after Wait
12  Set BRC Send Enrollment Kit to No Price Field Update after Wait
