Order level charge is recalculating even though a line's calculate price flag is freeze price

Hi,

We are using 11.5.10.2 Advanced Pricing and Order Management.

I have setup an order level charge based on different line level attributes & net order amount.

Charge is 3 tiered based on net order amount.

I am using a formula, custom pricing attributes and a pricing function to review line level and order level information in order to calculate this order level charge.

The Charge works fine unless a booked order (with a line already shipped and interfaced to AR) is modified by adding and/or cancelling a line. 

The charge then recalcuates based on the new net order amount.  When another line is shipped the newly recalculated charge is also interfaced to AR and the customer receives 2 charges.
