rconfig didn't add instance and service to CRS

Hi,

I had completed converting a single instance database to rac database using rconfig, I noticed that the instances and services are not registered in CRS when I looked crs_stat output, however I was able to use srvctl command to start and stop the databse instance. Does the resource need to be registered with CRS before we can use srvctl command with it?
