ASR 3.3 is now in production. 
Improvements include:

  1. As of August 15th, 2011,  the ASR Manager registration ("asr register" command) requires a My Oracle Support username and password. Existing ASR Manager installations will continue to operate without making change, though customers should upgrade to ASR Manager 3.3 to get the latest software and register with a My Oracle Support account.

  2. Service Tags is no longer a pre-installation requirement for installing the ASR Manager.
    This makes it easier to install the ASR Manager on an OEL (Oracle Enterprise Linux) server.
