Upgrade from A7.3 to E1 9.0

Customer wishes to upgrade to E1 9.0 and move to a Windows/SQL Server environment. I know when I checked on this a few years ago for a customer, the process was to upgrade to E1 9.0 on the i-Series and then use database tools to move data to SQL Server. Is this still the case?
