Form locks

Hello:

Has anyone experienced frequent form locks, more specifically in the POXPOEPO form?  We often have multiple users accessing the form at once.  If one person is in the form, others have delays trying to access it.  They won’t get an error, but instead the form will hang & they’ll just see an hour glass until the initial person exits the form.   Oracle maintains this is standard functionality.  Just curious if anyone else has experienced this, and if so, is there a solution?
