Oracle MSCA - Organization access limitation

We are implementing the MSCA Module.

I am creating a new responsibility to limit the number of functions available to user.

The question is how can I default the correct organization ID.  In this installation we have multiple LE, OU and inventory organizations.  We also have two Master Items due to two different BU. 

What I would like to do is limit the Master organizations or hide completely on the telnet emmulator and just show the inventory org?
