Unable to open Popular Documents: R12.1 Procurement New Features

I'm unable to open any of the documents found under Popular Documents>R12.1 Procurement New Features on this site.  I get the Internet Explorer cannot display the webpage.

I can open other documents found under Popular Documents.

Any ideas how to fix this?
