Refunding State / Local Income Tax

I am trying to refund State and Local Taxes that were withheld in error.  This is our second payroll run and I am trying to clean up errors.  Interim will not generate a check with negative in the tax override.  I tried to just move the tax from one state to another and that did not work either.  Any help is appreciated.
