F03B11 has 2 records with different pay items ie 001 or 002

Problem Description: Can you assist in identfying how R42800 decides to create a different record for F4211 records with ZERO Price and one for those with a price on F03B11? 2 records are created, but we only want one. The pay item increases from 001 to 002 (RPSFX). I have read the knowldge and seen article where if these differ on F4211, then it writes the record SDKCO, SDDOC, SDDCT, SDCO, SDTXA1, SDEXR1, SDPTC - but ours are all the same. it also mentions these fields being different on F4211 - but they don't belong on the F4211 file ?
