Attachment Functionality

Is it possible in 11.5.10 or R12.x to automatically attach a document to a SR based on conditions? For example, we want to automaticlly attach the preventive maintenance procedure used by our FSEs to the SR for that preventive maintenance.

If there is not seeded Oracle functionality has anyone here doen something like this?
