Decimal reservations in OM

I read if we set the "OM Indivisible" item attribute to NO then Oracle doesn't reserve decimal/non-integer quantities. But in our case it is still happening. Attribute is set at the master level and not sure what else needs done. We are on 12.1.2 and has anyone seen this happening if so is there a fix available from this not happening.
