Message Broadcast to all the Forms in R12.1.3 ( E-biz)

Is there anyway of broadcasting messages to all the e-biz users when they open a form or navigate out of a form. We can do it using when-new-form-instance in custom.pll but that would not be applicable for OFA form.

is there any seeded bsuiness event available ? or any alert etc which can be used ?
