AR Customer form: Deactivate the site for one Org ... no longer available for other Org's

Hi,
Users deactivate the site of an AR Customers if they are not using it in their Org.
But when they deactivate the site in their org it also inactivates the shared address
which is used by active sites in other orgs.

As a result other organizations active and used sites also get deactivated.

-->> Is that the designed function ? not sure ...

As per Metalink Note 429369.1, that is standard functionality under Release 11.5.10.2 ... but we are under Release 12.1.3

Any answer are welcome.
