Add / Create new ENG object manager to use locale features

I need to create a new ENG object manager for our UK/Europe offices to allow us to do Locale features, including date formats, MLOV and different applet field labels.  I understand there is not ENG language pack to install. It seems I will need to copy the ENU object manager to make the ENG AOM.  I'm looking for the steps and guidance on how to do this?  Thank you in advance.
