How can we make a folder "Open as Default" for all users?

I created a folder with "Public" and "Open as Default" boxes checked.

I confirm that this folder is "Public", because other users can open it, but it doesn't open as default for all users. It only open as default for me.

How can we make this folder "Open as Default" for all users?
