WIP Component Issuance and Completion at user Mentioned Cost rather than Average Costing

 WE are currently using PAC(Periodice Average Costing).In thsi costing method Sytem does not allow us to issue WIP componet at user mentioned Cost.Is it possible that we can issue WIP Componenet at user cost rather than Sytem Calculated.
Is it possible that we can complete the item at our defined Cost in Periodice Average Costing
