How to reduce *.xls file size

How to reduce *.xls file size.
We have a lot of reports that are generated by XML publisher. The output type of the reports is xls-file. If file contains 250 000 rows then size of this file is about 500 MB. And users can't download it because it takes very long time.
When I open this file and save as new xls then file size is reduced in more than 15 times. Please review attachment.
- .xls file from XML
- .xlsx file - resaved in Excel.

The issue is users can't download reports that contians financial information for long period.

Any hints please?
