US PAY: FIT_INTERATIVE_ADJUSTMENT

Can someone tell me how/why the system calculates FIT_INTERATIVE_ADJUSTMENT?  If we have it set to 1, would it ever calculate more than a dollar?  Our payroll manager has asked me to determine what causes it and I can't replicate the issue in DEV
