XML Importer Error - Missing Resource bundle: oracle.apps.bis.pmf.jrad.UIResourceBundle

I am using the unix command line tool java oracle.jrad.tools.xml.importer.XMLImporter to load personalisations in EBS Rel12.

When it runs I get the error message Missing Resource bundle: oracle.apps.bis.pmf.jrad.UIResourceBundle.

The actual import works fine and my personalisations are loaded but I would like to get rid of the error message.
